Before starting, soak the lentils in a bowl of water, until they need to be added.
Chop up the onion and mince the garlic.
Cut the meat in decent sizes.
Heat up some oil in a pan and fry the peppers, both sides (optional).
Remove the peppers and sautee the onion.
Add the meat, garlic, spices and stir well.
Add the tomato paste and harissa, stir again, and let it cook for about two minutes.
Add the lentils and stir it through.
Add boiling water until everything is just about covered.
Cook on low medium heat for around 40 minutes (or until the meat is cooked). Make sure to stir every now and then to make sure nothing sticks. If the stew is too thick, add some more water (like I did). Taste test for more salt.
